how much rice would you cook for ds's tea to serve with his veggies?

As much as he wants!

just curious as to rough portion size, though all have different appeties; if i give him too much at teatime it can put him off his bedtime milk. not enough to eat at tea a and he wakes in the night hungry!!

I have found that a good rule of thumb for a toddler is one third of an adult portion. But it doesn't quite work for a pre-walker. My two were so different at that age: ds would be full on about half the amount dd would eat - which was often more than 1/3 of an adult portion!
