Saute garlic and onions in oil until tender. Stir in salmon, lemon juice, lime juice, chives, basil and dill. Cook over medium heat until heated through.
Spread butter over one side of tortilla. Place tortillas, buttered side down, on griddle.
Spread cream cheese on totilla. Spread salmon mixture over half of each tortilla. Sprinkle cheese over the top.
Fold over and cook on low for 1-2 minutes on each side.
