Semantics

Whisking is done with a whisk, beating is done with a beater (e.g. a paddle or a fork).

Different tools for different products produce a different result.

For example, I whisked an egg white to make it into a foam today. If I beat a whole egg with a fork it makes it a liquid emulsion.
