how runny should royal icing be....

to stick smarties as buttons/eyes on biscuits?

unless there's something better to use as 'glue'?

When I do royal icing it's on the top of a Christmas cake and isn't what I'd call runny. I need to use a knife dipped in boiling water to spread it. I think I've used glace icing to stick smarties on before.

Just sift normal icing sugar into a bowl and add water a teaspoon at a time. It should be a thick paste.

You need lots of icing sugar and boiling water added a spoon at a time until the spoon stands up in the bowl. I always have a knife in a cup of boiling water to spread it on.
