When is it ok to use tap water instead of boiled water to make baby's milk?

Not at all. Formula needs to be mixed with water that is at least 70 degrees in order to kill the bacteria in the powder and cooled to drinking temperature as quickly as possible. Plain water rather than cooled, boiled water for drinking can be given straight from the tap from 6 months old.
