How do you make Stiff Royle Icing?

Dd saw a recipe that she really wants to try with me but I have no idea what it is and how too make it.
Any help please?

If you find it not stiff enough immediately after making, just leave it for a bit to stand, even with the glycerine it will stiffen up in time.
