Out of date bicarb etc

What happens to bicarb and baking powder when past their best before date? Will they actually fail to make things rise? Can I counteract that by using a bit more of them?

I'd use the bicarb to keep the fridge smelling nice, and bin the baking powder. It definitely loses its effectiveness but using too much makes the food taste weird.
