Is one biscuit a day too much?

DS is 14 months - 98th cent for weight and way, way over 100th cent for height.
I have been giving him a biscuit for his mid-morning snack..either a bourbon or malted milk etc. I felt fine about this as the rest of his diet is good, plenty of fruit & veg.
However, I was discussing packed lunch politics with some friends over the weekend and they were telling me how only fruit is permitted for morning snacks at schools. It got me thinking as to whether a regular biscuit for my LO is too much?

One biscuit is fine as part of a healthy balanced diet, schools only give fruit because they don't know what a child is eating at home and need to be encouraging healthy eating.

Children need calories and fat. A biscuit a day will do him no harm whatsoever.
