What is the difference between an hors d'oeuvre, and a canape ?

hors d'ouevre is a starter, isn't it?

& canapes are nibbles (to eat on the hoof)

so you could stuff your face on canapes if you were that way inclined but wouldn't get enough hors d'oeuvres for that
