Is milk hydrating enough instead of water?

ds (22mo) goes through days that all he drinks is milk and not much water. Does milk count as a drink or is it more of a food? Should I be more forceful about him drinking more water?
His nappies seem wet enough.

as long as the milk drinking isnt affecting his appetite for solids then I wouldnt worry too much about how much he is having. If it is making him eat less then I would try offering more water or you could water down the milk gradually until it is mainly water.

Milk is two-thirds milk solids so not very thirst quenching. Try giving water at meals and milk at other times? But I wouldn't be too rigid about it, milk is better than juice all the time...
