How much should I be concerned if my 21 month old doesn't always get her 5 a day. Should I become more or less concerned about hitting the magical 5 every day as she becomes older.

It's more of a rolling average than a hard & fast rule. Not so long ago, the typical primary school age child was getting just 2 portions fruit & veg per week... which is what prompted the fruit for schools scheme. So if your child is getting plenty of fruit and veg on a regular basis, even if it's not precisely five every single day, they're fine.
