why does my fruit sink

I like to make cakes with raisins in in a loaf tin, why do the raisons always sink to the bottom.

Toss the fruit in a little flour or icing sugar before you mix it in, that should stop it sinking.

Well i tried flour but it still sunk maybe I will try icing sugar thanks
