I doubt it. The reason not to refreeze thawed food is that if it gets contaminated or starts going off you then reheat it with the contamination. As people don't always reheat through enough, that sort of food could make you ill. But if it was fresh when you froze it, then when it had defrosted you cooked it through completely and refroze it asap afterwards, then it shoud be fine for her. Especially if you reheat it to piping hot.
Although be aware that it's not enough just to reheat to piping hot. The heat will kill any bacteria, but if food has become contaminated or gone off before freezing, then the toxins that the bacteria create remain in the food, and may be unaffected by heating. That's why it's important that the food is cooled quickly after cooking - not to mention frozen as fresh as possible..
