Can I slow-roast beef without it drying out?

Just wondering whether to put the beef in the oven now for 1:30 or to wait. It's 1.3 kg in weight.

Unless your beef is covered in foil or in a lidded pot with a little liquid then slow-cooking will dry it out. 1.3kg is a pretty small piece
