To start, it's not about silencing men, fgs.
The author is spectacularly missing the point, but I suspect it is more about changing the meaning to confuse and co-opt.

He wants men to guide and mentor young men, fine, that's a good idea if the young men find it helpful but that's not mansplaining. Women just don't want to be talked at, that's not saying don't speak to us, it's saying don't treat us as if we know nothing
