It’s called “Harms of the current global anti-FGM campaign”. Rather than harping on about Western double standards, the authors, which includes academics from UK universities, could be voicing concerns about ANY and ALL genital mutilation, but no, their gripe is seemingly that we are just not sufficiently accepting and sensitive about FGM in the west.

They do talk a bit about double standards, and that part I agree with. Edit: Although we then diverge about what should be done about those double standards.

For example, some people strongly support transgender surgeries, including for legal minors (in select cases), but passionately object to physically similar surgeries in children born with intersex traits. Some people express outrage at ritual practices involving a ‘prick’ to the vulva of prepubescent girls, but show little concern for the ritual penile circumcision of newborn boys. Some people see cosmetic labiaplasty as an appropriate option for older adolescents, as long as they have parental permission, whereas others see the same practice as harmful and oppressive, even for consenting adults.

What do GPs and nurses carrying out cervical smears do / should do when they see mutilated women,?

if the girl is under 18 there is a legal duty to report
if the woman is 18+ professionals should follow local safeguarding procedures

You can write to journals to highlight problematic papers that should be retracted. Things can slip through the peer review net but staff can investigate further if contacted.
