Mine too. I said “What a ridiculous question” and pointed out later that if I wasn’t a WOMAN I wouldn’t be going through the menopause at all.

It is a government consultation survey. It came about as a result of a public petition to get the government to make it mandatory for employers to have menopause policies to support heir workers. The government is now acquiring information of the scale and scope of the issues affecting women.
You can read what it is used for at the start of the survey. Government has used this process for consultation on everything from changes to GRA to changing organ donation auto consent.

That survey is weird! I went back a page just so I could put a comment in one of the free text boxes about the male/ female question (Q21). I wrote reams of stuff in the ‘anything else’ box too! I think I understand the early question asking if your male or female; I think it’s probably aimed at female to male transgender and non-binary people. I can imagine they will have a particularly difficult time emotionally during menopause that’s not just related to the symptoms created by the chemical imbalance. It may feel like an assault on their sense of identity since it wouldn’t fit with their self view. I don’t have any medical or psychological expertise in that area, I just think is would make a difficult life stage even more difficult to deal with
