If the police did take this seriously. They would catch these men before they get more extreme. They will already have plenty of victims. And they will have many more up to... However far they go.

So why is it not of interest?

To summarise what that says- He used to be in the Civil Nuclear Constabulary where his colleagues called him "The Rapist" because all the female staff there were creeped out by him.

Where did he work before, then? If it's the Civil Nuclear Constabulary and he lives in Kent area then I assume he worked at Dungeness? Have women there come forward now, I wonder.

I also read something about him getting caught driving naked from the waist down. Was that at work too?

I hope every single one of his colleagues and friends who turned a blind eye are feeling guilty as fuck about this now.

My thoughts are.

That despite the hang wringing and the genuine upset at a murder like this.

Neither the authorities nor society are actually interested.

When I was young it was understood that flashers were not uncommon. Laugh it off.
A stray hand on the bus. It's not much really is it. Don't make a fuss. Etc etc.

I suspect this attitude is still pretty common.

So when he applied for the met did they not speak to his previous employer? Does the met vetting not go as “in depth” as getting character reference from previous employer? Surely making all his female colleagues so uncomfortable that everyone calls him “the rapist” would be a big fuck off red flag for a job in the police? Hmm

It’s just astounding really. Shot another child in the testicles when he was a teenager, had a relationship with a child when he was in his 20’s, was nicknamed “the rapist” due to his behaviour with female colleagues, reported for driving naked, reported twice for indecent exposure. And still a serving member of the metropolitan police force. Lovely. No due diligence done there at all was there? Heads need to roll for this.

Next bit is victim blaming.

Everyone says omg rape is awful.

But when one happens it's pretty much always. I'm talking about stranger type stuff here again.

What was she wearing
Why was she there
Did she know him
Is there a reason for her to lie. Regret/ attention
It seems unlikely a man like that would do that
There's no real evidence it's his word v hers
Did she have headphones on, why not get the bus. It's really risky to do this (perfectly normal) thing
Etc etc

So imo the reason that even though it's been well known for ages that men who flash escalate.

There's no real appetite for going after them because of the above.

The other thing with flashing is that because it's non contact many don't see it as a 'proper' crime at all.

Obviously if they encouraged women and girls to report they could get a comprehensive view and stand a good chance of an arrest.

Not least because these men have a sort of compulsion to keep going, and the risk of being 'caught' is part of the thrill.

I have thought for years they should have an 'amnesty'.

Ask women (girls men boys) who have experienced any kind of sex crime to report. Create a database. I bet plenty of victims would give a name, a description and job etc. Matching that up could clear some really dangerous men off the streets.

Because surely if say 20 women/ girls have all reported similar crime/ area/ description/ car etc etc. Then it should be easier to get a conviction? And the victims could well be more confident to give evidence if they knew they were one of many. Takes the pressure off.

That's never going to happen. I think.

But at least they need to investigate the reports they do get and have a sex crime report database which looks for similarities?

In short

The complainant, referred to only as Officer A, told the hearing she felt an arm around her neck while walking into the station and heard Mr Hawxwell ask her if she liked being "choked".

She said the incident was "quick" but had restricted her breathing as his arms had pressed on her windpipe.

Officer A said she had already decided to confront Mr Hawxwell when he made more sexualised comments the following day.

Mr Hawxwell then used derogatory sexist language towards her when she challenged him and picked up a pair of scissors that he held about two inches from her face, she added.

"For a split second I was fearful I was going to end up getting sliced but knowing him I didn't think he would ever be capable of doing something like that... but it made me panic," she told the hearing.

This was what happened to him.

He would have been sacked had he not resigned, a misconduct panel said.

Alice Sims, chair of the panel, told the hearing she accepted that Mr Hawxwell's conduct was "an extremely misplaced attempt at workplace banter".

"Nevertheless the panel found that his actions and words in this regard were a breach of the standard of authority, respect and courtesy," she said.

"He failed to act with self-control and did not treat Officer A with respect and courtesy."

My elderly DF really grates me over this. He victim blames that she 'knew' it isn't safe to walk home alone at night.

He walls home at night all the time!!

It does bigger belief that police officers are not thoroughly background checked. My DH is ex military and for some of his roles, and now his current job, had to submit to a thorough security vetting check that included having to hand over our bank statements, the fact that I have several gambling accounts (former matched bettor), give contact details of immediate family and close friends so that some could be selected at random for character references, and even had to declare that a couple of his friends are Chinese nationals!

Surely someone in such a high profile role as the diplomatic protection service would at least be as highly vetted?!

Vetting doesn't include checking with women who know them if they are creepy as all fuck and women won't be alone with him...

With so many sex offences deemed low level. Rape convictions at an all time low. Loads of women wouldn't report any sex offence. Or would really think about it. Including if it was their school age daughter...

A report into the police, the lady someone who led it said rape is effectively decriminalised.

So what good are background checks when it comes to sex offenders? The massive majority aren't reported because we know there's no point. And even if we do. It's highly unlikely that it will go anywhere at all.

Cavemum- none of that related to checking if he was dodgy when it came to women though.

Can you imagine the outcry if any org even attempted to get info/ look into whether a potential employee was a risk to women/ girls? In the way that they check for financial dodginess or possible links to extremism. There would be total outrage.

I would have thought a character reference from previous employer would be involved though. You know things like how is X perceived by managers/colleagues? Is he a team player? Any incidents of note? “Er well, yeah the lads call him the rapist, but I’m sure it’s nothing to worry about.”

Companies mainly stick to employment dates and other basic facts these days.

A personal reference you get from a mate.

No HR person, manager or friend is going to put oh yeah this was his nickname in a reference!
