Female Sterilisation Struggles

I have 2 children and am absolutely certain I don't want anymore. I asked my GP about getting sterilised when I was 29 and he was very reluctant to refer me because of my age. I agreed to try the mirena coil which hasn't been horrendous (far better than other hormonal contraception I've tried) but I'm still not massively keen on it.
I'm now 31 and haven't changed my stance, I still want the sterilisation. Aside from the fact I just don't want any more children, I have awful pregnancies (hyperemesis) and have had post natal depression twice. I just can't do it again.
Would requesting a female GP be any better? Or potentially worse?
Can I insist they refer me? Or is it completely up to them?
I've thought about going private but I don't really have a spare £3k lying around.
