Swimming lessons

When moving swimming schools is it usual to be moved down a level or two?
Current swim school do their own awards alongside ASA (DD got ASA 5 and 100m and each lessons practices all strokes)
New school which she's been on the list for 10 months have just rang with a place for her in yellow hats. Looked this up online and found it's working towards ASA 3 and 10m so phoned and queried it but they said the space is available in yellow so to let them now before Wednesday.Is it normal when changing swim schools to drop down a level or two? I did write on the form she had her ASA 4 and 50m at that time?

Didn't hear from anyone with any experience so we have decided to stay with current lessons. Not sure if this is the right thing to do. Current lessons are £7.50 a lesson and the other pool is roughly £5 but with current lessons she gone from being nervous to ASA 5 in two years and classes are small (6 pupils) so thinking dropping to ASA 3 and 8-10 pupils per class maybe not the right thing to do.
