How are Scouts organised?

Cut a long story short, sudden resignation of "Group Scout Leader" seems to have thrown local scout hut into disarray. At least 2 busy groups each of Beavers, Cubs, Scouts + one pack of Explorer Scouts meet at this Hut. Why is this single person so important to smooth operation, or could it be something unique to just our local scout hut organisation?
DS is interested in joining scouts, but there various signs the group on offer is fairly disorganised, the scuttlebutt I'm hearing about the GSL resignation just part of it.
Alternative scout groups 12-20+ min. drive away.
Any insights?
