I think online England-Scotland-Wales has always required a UK passport - something about the DVLA having access to/being able to validate and use the same photograph and possibly other criteria only on a UK-issued passport. I renewed mine in January 2016 (Maltese citizen living in England at the time) and had to do it via the Post Office, which was quick and easy.

NI is a separate process and I think they accepted and possibly still do accept EEA ID docs (not 100% sure) as well as all Irish docs - so someone may be thinking of that?

@MegCleary they use the photo from your passport. I was able to renew my Mum’s even though her passport had expired.
