Finding work in Germany or Austria

DS has just graduated, and wants to improve his German language skills before embarking on the career ladder.

It seems to be impossible to get a casual job in Germany or Austria without a work permit - and you can only get a work permit if you have a job.

Anyone got any useful advice to offer?

Yes sadly that will be the case, we no longer have freedom of movement and it's not possible to simply rock up in the EU and look for work, you need a work permit and you can only get one if you have job, welcome to Brexit!
