This is from a Turkish proverb. Apologies if seen before here. I am shamelessly copying as seen this on other forums a lot now.

The EU project was faltering, but the member states kept pushing to keep it upright, for the EU's ruling masters were clever and convinced the populations of the member states that because they did some good stuff for those people, that meant that everything they did was good for them.

It was not.

The moral of the proverb:
Do not accept crumbs in the hope of forming a semblance of cake.
It is better to make your own cake.
