How can Withdrawal Agreement Bill precede Withdrawal Agreement?

Apologies if this is a stupid question.

I thought we had still to approve the Withdrawal Agreement which BJ came back with last week.

So how can we approve the implementation of a WA which we haven’t agreed?

Normally it would be in that order but the Speaker has ruled that the Letwin Amendment vote was kind of it. So Johnson is going ahead with WAB with his fingers crossed.
