Possible Interim Agreement with EU?

I saw this in an article somewhere on the web
It seems a good idea given the time it will take to finalise things.
But do you think it is possible?

But remember you have to get 27 countries to agree to it. Any one of which could veto things out of spite. Or, as they would defend it "to protect the interests of their citizens already in the UK".
