He did not even stand by his threat...

Does it matter? There are lots of people who didn't put themselves forward.

My speculation would be that as a firm Remainer, he did not want to lead the Brexit government.

If he stays as Chancellor, he has another opportunity to make his mark, and to do so at a time when the impact would be greater. This could lead him to hold new ambitions over time.

He's not stupid. He knew that there was no way that he'd get selected after the way the referendum played out.
