At what point does social services intervene on behalf of a couple living independently? What are their powers re husband not looking after wife adequately and carer company raising concerns? (Currently on 30 minutes twice a day)

Just ring Adult Social Care and ask, or ask the care company. They may not be able to give you much information if you aren't directly involved or aren't a close relative, but you can obviously raise your concerns.

Does the person want to go into a care home?
She might prefer to stay at home with inadequate care rather than move to a strange place
Asking her what she wants should be the first step.

If the care agency have raised concerns then the SW will be able to take any appropriate steps. In the meantime don’t do more for them than you’re happy to keep up indefinitely.
