holiday insurance

just wondering if anyone had any experience of getting holiday insurance for an elderly person.
She is 85 just fractured her arm but is safe to fly according to consultant.
She also has a referral for a recurring eye infection for which there is no diagnosis.
when i have searched it just says because she has an outstanding referral to acute care no insurance is possible.
i have her health card so she would get treatment but not repatriation if necessary
