Are people entitled to some financial help if they need some time to regain mobility when transferring from hospital to home?

It depends whether the hospital think this is needed too. Is your relative curenltly in hospital?

If they are not mobile enough to be safe at home they should be referred for inpatient rehab. Respite is normally to give a carer a break. Convalescence is when you may be assessed as able to manage at home but feel you need a bit longer to get stronger and not worry about household management/ meals etc. This would be a choice and hence self funded.
