How to stop scammers ?

So frustrating ! Don't have POA. Someone I know had scammers at door. Scammers on phone. Scammers via post eg chance to win a million if you order X amount from this catalogue. Sticker on door no cold callers. Person is NOT listening to me that they are being scammed !

How would having p.o.a. affect this, does the person have mental capacity and do they want you to look after their finances, you can do this without p.o.a direct with their banks as third party. Telephone scammers can be reported to b.t. or install call I.d.
