Entitlement to intermediate care

My dad has been discharged from hospital last Monday. He's not very mobile and was hospitalised following a blood clot on the lung. He has had several strokes and is on loads of tablets for various things. My poor mum is his carer, and we arranged for a live in carer to help during the first week after discharge, and we were told by the hospital that Dad would get visits three times a day for 6 weeks from the intermediate care agency which apparently all discharged patients in his situation get.
My mum has been told on the phone by the social worker that we may not get the 6 weeks visits, she is seeing her tomorrow. Would this be because we have paid for the carer for a week? Anyone had experience of this?
Thanks
