Parents taking children out of school in term-time

Whilst i don't approve of children having excessive periods off school in term-time, I'm bloody incensed by Gove imposing an outright ban on ANY time off, since not all parents are able to get annual leave in school holidays. He has not imposed any such ban. Schools can still approve time off in exceptional circumstances.
