HMC Schools report on failings of the exam system

This is a a report on the problems faced by schools regarding the quality of marking, the inadequacy of remarks and the very difficult and resource-heavy path of school appeals. It is from HMC on behalf of all schools and students in maintained and independent sectors.

To be fair, I think that the government has recognised the problem and are grasping the nettle.

That's interesting. How do you mean? The report suggests the reforms aren't going to address the problems of marking and the appeals procedures. Am I missing something?
