Does she mean he knows 15 key words?
Is she adding up his scores from the Foundation Porfile which is an national means of assessing children's progress in their early years at school?
sorry I can't be more helpful

Probably refers to the levels the school uses for grading reading books. Most schools seem to mix and match schemes, so they can't rely on the levels shown on the books as these will vary across schemes. So they will grade the books into levels themselves. 15 will be pretty high up the Infant reading scheme, I would have thought. They should be able to explain the system to you if you ask.
