Do changing admissions criteria change the waiting list for schools?

Our council did a school admissions consultation for 2010/11 which suggests that they will change the admissions criteria for schools in September.

Only a small change - distance to school will be measured to the gate rather than a central point in the school. We just missed out on first choice school. The gate to this school is closer to our house, so will they recalculate the distance and (hopefully) move DS up the waiting list?

Doesn't 2010/11 mean for those applying in that academic year?
I doubt they'd alter the lists retrospectively for current applicants. I mean, there must be people who would have got in first time around on the new criteria and others who did get in but wouldn't have.
Logistical nightmare of everyone appealing like mad.
Sorry if that's not what you want to hear.
Although I'm no expert.

Sure the criteria will stand for this year - understand you can't take away or change allocated places.

Just wondering what happens when a family moves into the area do they go by new criteria or old for reception place. And will be a bit odd, my daughter (applying this year) will have a different distance to the school.
