what's the difference between ebay dispute & paypal dispute ?

I've just received an item which isn't as described, previously I've opened a paypal dispute but today I opened an ebay dispute thinking it to be the same thing.

Can I open both ? I've emailed the seller anyway, who is denying what I am saying, so with ebay it looks as though the option is to send it back to them to decide the outcome.

Unsure if you can open both but I had my first ever problem recently and opened an eBay dispute. They were very helpful when I called the phone number it gives and I'm sure they'll answer any questions you may have. Hope this helps a little sorry couldn't answer question fully.
