What is a second chance offer please?

Hi I'm a first time Ebayer and sold three items yesterday. In the ebay summary page it says- One item sold is eligible for a second chance offer- What is this about? Does the person who won the bid for it not want it now? Help please?

If the first person who won doesn't pay up, or changes their mind, you can offer the item to the second placed bidder at the price they offered.
I think it just appears automatically if you sell something and have more than one bidder.
The first bidder will no doubt pay though, so don't worry!
And welcome to the wonderful world of ebay!

Also, if you have 2 identical items and have only offered one for sale, you can offer the other to the 2nd highest bidder through the second chance offer if you want.
