I've listed a few things on Ebay. The other items with fewer watchers have bids on them but there is one which has lots of watchers and no bids.

In your experience what does this mean? Are potential bidders waiting until the last few minutes? Or are they just watching to see how much they can sell an identical one for?

Yes you're right. Depends on the item. If there are a lot of similar things active e.g. I was bidding recently on walking boots, people might have a few lined up to watch and bid on them if they fail to win an earlier one.
