Second Chance Offer and price offered?

I have bid on an item. I have just been outbid by someone who has (0) score. I am a bit suspicious to be honest that this is not someone bumping the price up so I am not going to increase my offer. Shame as I really really want it .

Hut, I am thinkin that if this person 'wins' and does not pay for some reason, then they might offer it to me as Second Chance Offer.

If this happens, does it go to my highest last offer price, or will it go to the highest price i offered with this bidder taken out? IE as if they had not placed a bid?

Does that make sense?

the thing that makes me suspicious is that most of the bidders have low score feedback (10 is the highest and the others are 0, 3, 4) and all activity has been in the last 2 days only, and bid on not very many other items (you can see their info on bidding pattern, but not what they have bid on, or their user name). One of them, has had 3 bid retractions, and a score of 4.

I could just be cynical. But, there are 16 bids on the item, with mine one before the highest which has outbid me by 40p! Damn, its the best item of clothing i have seen for a long time!
