Am I right in thinking I only need to declare ebay as "work" if I ever make an overall profit? Profit on individual items doesn't count?

if you are just selling your own unwanted items then you are not a business.
if you are selling items you bought to re-sell or made to sell then you are a buiness and need to declare all to the tax man, and tax credit people. In this scenario you can not claim benefits and need to work out your working hours and inform the benefits people of your return to work.
