reserve price not met, can I email the seller and ask how much?

There is an item on ebay which didn't hit it's reserve price first time, was re-listed and didn't hit it's reserve price second time, there was no other interest as far as I can see either. Would it be ok for me to email the seller and say look how much are you looking for? and if they reply with an amount that I find agreeable would it be best for them to re-list it with a BIN price so I am covered by paypal/ebay if anything goes wrong?
I hardly ever use ebay so not sure of way things are done.

You can definetly do this. Why don't you offer a price (pointing out lack of interest on two previous listings) and see what they say.

why don't you make an offer to them first
they can alwasy refuse and you can then ask for their reserve
