long story short of it
I brought two tops from a seller before xmas, seller didn't combine postage costs but sent them together, which i was about.

items arrived wrong, someone else got my tops. emailed seller, seller phoned arranged for me to sent tops direct to other buyer and her to send to me, seller promised a number of times (in emails as well) to refund the cost of sending tops to other buyer. (by this time i had forgot about combined postage thing)

because of the snow, and xmas i didn't get them out until after the new year. emailed seller cost, hasn't replied. emailed again on monday and still no reply.

so i was going to email again today and say if i didn't get a refund of cost of postage i would leave negative feedback. is this fair???

also what would you put in the feedback box?
i was thinking "sent wrong item, promised refund postage back but didn't+combined postage but not cost"

seems a fair thing to do. She is not responding to your email. you have waited long enough. You got the wrong item, then you had to forward it on and wait for yours.

As you say, eamil her first and give her til monday to respond, and tell her so. Then leave neg. say wrong item received and costs incurred for forwarding were not reimbursed as promised. (or shorten it to fit if too long)

You could also put in a part refund claim from PP?
