Help! Buyer problems - what would you do?

Sold an item over two weeks ago - no payment so I sent an invoice after 1 week, and opened a dispute today (yes, I know I should have done all this sooner but lets just skip over that for now....). When I sent the invoice the buyer address was a UK one, so I specified the UK postage rate. The buyer paid up approx 5 mins after I raised a dispute but their address has changed to be overseas and they have only paid UK postage.

I have had no communication from the buyer at all. I now want to send them a note saying as their address has now changed, overseas postage is clearly more expensive so they need to either cough up a bit more money or they can cancel the transaction. Can I do this? What would you do?

send them a message saying that you will refund their payment and send them a new invoice for the correct amount as you note that the paypal address is non UK
