How do I start a dispute? Timeframes etc?

I bought DS a £60 digital radio from an ebay shop via paypal on April 25th. It arrived OK but some of the buttons don't work. The seller, when contacted said he'd send a courier to collect it and deliver a new one. Fine. Then he said would we accept £25 refund? We said no, we wanted replacement or full refund. The courier hasn't shown and the seller is no longer responding to our emails.

What do we do to escalate this?
