Can I close the case now?

I sold something on Ebay. It finished on the 13th March. I specifically(sp) said I would post to UK only. The winning bidder was from Italy. I worked out how much it would cost to post.
I didn't hear anything until Monday, and it was all in Italian but I got it translated and it said they are willing to pay for it. So I said they had 24 hours to pay for it as I am getting sick of being messed around(didn't write that though, just the 24 hours bit). Now about 36 hours later they still haven't paid. Can I end the case?

I've opened a dispute already. I want to know if I can close it. I don't think they are going to pay for it at all.
