Why is PayPal telling me I need to upgrade to premier or business to accept payment?

I'm getting the following message from Paypal when I get a payment for ebay sales recently "Thanks for using PayPal. To accept this payment, you?ll need to upgrade to a Premier or Business account. There is a fee associated with accepting payments." But the payment is showing up as complete in my paypal account. Can anyone enlighten me? I'm not a huge trader on ebay (about 20 items a year max).

I've got the same message in my paypal emails. I've understood it to mean that I need to upgrade if I want to get the hard cash transferred into my own bank account. At the moment, it just sits in paypal's account and earns interest for them

Am I right? Anyone?

I think you have limit on the money you earn before upgrading in case of fraud.
Its pretty easy to do they just pay some money into your bank account and you confirm it.
Pain as it takes week or so to sort but necessary.

It stopped me selling anything eventually until i upgraded.
