Had 0 feedback, could not list 'buy it now's only auctions, now i have 2 feedbacks can i list B-I-Ns?

i'm pretty sure you now have to have 10 feedbacks before you can list B-I-N's

i have 2 accounts and was able to put BIN on when I had 4 feedbacks lol

I think you can do BIN if you have limited feedback but you have to register a credit card with paypal (something like that I cant remember exactly but I read it in my ebay book)
