It's common knowledge on ebay that sellers with around 10 positive need checked, they often have left it for themselves iyswim

it's just a take the money and run scam - he hasn't even got a bracelet, he's trying to con people out of their money and I think some have probably already bought the thing and are wishing they hadnt't.
