Paypal dispute

I have opened a dispute. Does that mean their account is now frozen or do I have to escalate to claim for that to happen?

Usually only when you esculate to a claim

You don't freeze someones account by opening a dispute. If you open a dispute you ask the seller to resolve, if you esclate it to a claim then you ask ebay to resolve. They may find in your favour or in the sellers favour depending on the circumstances.

Once a paypal dispute is opened the seller's account is held for the amount in question. You then have the opportunity to try to resolve it. The buyer can then escalate to a claim and each can forward a few lines. paypal then look at this, including the listing in question and will decide for you. If paypal find in the seller's favour then the amount is immediately unfrozen.
